(1) Except as otherwise provided in this paragraph, the quorum of the committee shall be ninety one percent of the number of members immediately existing in the committee.
(2) If a quorum is not reached at the meeting of the committee, the chairman of the committee may adjourn the work of the meeting or adjourn the meeting for another time or day until the quorum is reached.
(3) In accordance with sub-rule (2), if the meeting is adjourned twice in a row without reaching a quorum, the meeting can be resumed if at least one-fourth of the members are present for the third time. The chairman should give the information about it to the speaker.
